ADVERTISEMENT FOR BIDS
Sealed bids for Wastewater Treatment Plant Improvements, to be constructed for City of Webster will be received at the office of the CITY SECRETARY, MICHAEL MUSCARELLO and addressed to 101 PENNSYLVANIA AVENUE, WEBSTER, TEXAS 77598, until 2:00 pm on Wednesday, September 14, 2022, at which time the bids shall be publicly opened and read aloud. Please label bids with bid number on the outside.
A Non-Mandatory Pre-Bid Conference will be conducted at 10:00 am on Thursday, September 1, 2022 at the Public Works Service Center, 855 Magnolia Ave, Webster, TX 77598
The Project consists of replacement of air header piping for the aeration basin and digester basin systems. The Project also includes electrical and instrumentation improvements related to MCC replacement and VFDs as well as air flow and dissolved oxygen monitoring.
Bids will be received for a single prime contract. Bids shall be on a lump sum and unit price basis with additive alternate bid items as indicated in the Bid Form.
Bidders are required to complete Document 00 45 13, Qualification Statement. Due to the specialized nature of the construction, the experience and qualifications of Bidders will be evaluated by the OWNER prior to the opening of Bids. Only those Bids submitted by Bidders determined by the OWNER to be qualified will be considered. Bids received from Bidders who are not prequalified will be returned.
Certain mandatory federal requirements apply to this solicitation and will be made a part of any contract awarded:
Bids shall be accompanied by a cashier’s or certified check upon a national or state bank in an amount of five percent (5%) of the total maximum bid price payable without recourse to the Owner, or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within fifteen (15) days after notice of award of Contract to him. Such bid guarantee shall be made payable to THE CITY OF WEBSTER.
The successful bidder must furnish a performance, payment, and a maintenance bond in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the State of Texas to act as surety, or other surety or sureties acceptable to the Owner.
Bids must remain in effect for 60 days after the bid opening date. Within 60 days from the bid date, the Owner may award the contract to the lowest responsive, responsible bidder or reject any or all bids for the project.
The City of Webster reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of the City of Webster and to reject nonconforming, nonresponsive, or conditional bids.
