Sergeant James “Rusty” Lovel began his career with the Webster Police Department in May 1996 after serving from 1991-1995 in the United States Marine Corps. In the Corps, he served overseas in Okinawa Japan working in communications. He also worked as a Marine Security Embassy Guard abroad in Berlin Germany and Bogota Colombia where he earned the rank of Sergeant. While in Colombia he learned the valuable tool of speaking Spanish. In December 1995 Lovel completed his Police Academy at Alvin Community College where he was awarded the Top Shot and Class Vice President. Throughout his police career he earned his Associate of Arts Degree in Criminal Justice from San Jacinto College (1997), Bachelors of Science Degree in Criminology from the University of Houston Clear Lake (2007) and a Master’s Degree in Criminal Justice Leadership and Management from Sam Houston State University (2012). Lovel also holds a TCOLE Master Peace Officer Certification. In July 2008 Lovel graduated from the first 10 week Executive Leadership Training Development Police Training Class at the Northeast campus of Houston Community College. In September 2009 Lovel graduated from the #238 session of the FBI National Academy in Quantico Virginia. In 2011 Lovel attended the FBI Command College at Rice University and in 2012 he attended a Penn State High Impact Supervision class. In February 2013 Lovel graduated from the class #68 of the Texas Law Enforcement Management Institute (LEMIT). Lovel currently has over 5000 hours of in-service training.
While working with the department Lovel has trained over 15 new employees as an FTO and taught several classes on Drug and Alcohol Impairment, Bicycle and Seatbelt Safety. Lovel is a TCOLE instructor in SFST, DITEP, and Operation Kids. Lovel has achieved special certifications as a DRE Drug Recognition Expert and in Sexual Assault Investigations. Lovel also facilitated over 10 classes to city employees in The 7 Habits of Highly Effective People. Lovel also commands the department’s Color/Honor Guard. In 2005-2006 Lovel worked as the Departments Crime Scene Detective. He has experience working many high profile cases. In August 2006 Lovel was promoted to Sergeant. He has supervised all patrol shifts. From 2010-2013 Lovel supervised all operations of the Criminal Investigative Division. He currently supervises the Communications and the Records Division.
