Sgt. Richard Horbach
Sgt. Richard Horbach has been a police officer for 26 1/2 years with 23 ½ years serving the City of Webster. After graduating from the University of Houston Police Academy in April, 1989, he began his law enforcement career as a Deputy Constable with Harris County Precinct 5 Constable’s Office from June 1989 - April 1992. Sgt. Horbach began his police career with Webster Police Department April 1992 - Present. Sgt. Horbach was promoted to Corporal in 1997 and December 1999 promoted to Sergeant. During this time Sgt. Horbach has been instrumental in implementing the STEP Grant program, which he assisted for 4 successful years from 2004-2008. Sgt. Horbach has been assigned to patrol and traffic division before coming to the Office of Professional Standard, October 2014. Sgt. Horbach holds a Master Peace Officer’s license, which he earned in March 2005. Sgt. Horbach has over 3000 hours of TCOLE in-service training to include: Hostage Negotiator, Field Training Officer, and Certified TCOLE Instructor. Sgt. Horbach was the Charter Vice President of the Webster Police Officer’s Association and was instrumental in the start up of that organization which has been helpful in assisting and supporting fellow police officers serving the City of Webster.
